LOS ANGELES - Prohibition on Rent Increases (LARSO) (05/12/20)
The Mayor & City Council have temporarily prohibited rent increases on occupied rental units that are subject to the Los Angeles City Rent Stabilization Ordinance (RSO). No rent increase that became effective on or after March 30, 2020, is allowed, unless approved by HCIDLA. Rent increases cannot be imposed until one (1) year after the Emergency Declaration period is lifted. Rent increases are not retroactive and do not accumulate during the one (1) year period.

MAIN POINTS
There shall be no rent increases in LARSO properties unless necessary to obtain a just and reasonable return, until one year following the termination of the local emergency.
“Local emergency” is defined as the local emergency declared by the Mayor on or about March 4, 2020, and ratified by City Council, in connection with the COVID-19 pandemic.
Effective 04/01/2020 - No Rent Creases on LARSO Properties
Pursuant to LAMC, Ch. XV, Art. 1, Sec. 151.32:
The maximum adjusted rent of any occupied rental unit may not be increased unless necessary to obtain a just and reasonable return, until one year following the termination of the local emergency.

Los Angeles Housing & Community Development’s Interpretation

If you rent in the City of Los Angeles, your rental unit may be subject to the City's Rent Stabilization Ordinance (RSO), if the property was built on or before October 1, 1978.
